[buug] mail account sought

I am looking for a local SP to handle my personal mail.  I am prepared to
pay real money, but not too much.  IMAP over SSL/TLS, SMTP over SSL/TLS,
and complete control over filtering are my requirements (this is why I
am fleeing newsguy, they have none of these).  

I think the newsguy account cost me $50/year, don't want to pay much
more than that.

In case I haven't made myself clear, again: I just need a mail address,
not an ISP including network level.
