[buug] Quick Emacs Macro?

Hi, all. I've been hitting my head against putting this together, but
knowing that some of the folks here practically dream in Emacs:

I'm looking for a simple Emacs macro that would take a string such as 

Foo bar baz

and turn it into

<a name="Foo_bar_baz"><b>Foo bar baz</b></a>

either prompting for the string to be processed or by selecting it as a
region and then using the macro.

Any quick inspirations?
