There's always Spreadsheet::WriteExcel for perl, and
Spreadsheet_Excel_Writer for php, and it may even be possible to open an
ODBC connection to excel. Of course, there's always Comma Separated
Values. Don't know much about their parsing Excel files capabilities,
though.
