[buug] IDE drive recognition

I'm trying to mount partitions on a secondary drive and I continually 
get the following message:

 >  wfh:/# mount -t ext3 /dev/hdc1 /mnt/hdc1/
 >  mount: /dev/hdc1 already mounted or /mnt/hdc1/ busy

This is:

    Sarge
    kernel 2.6.8-1-686  
    Compaq Deskpro EN  P-III  500, 512Mb

I've tried to use both ide0 and ide1, tried multiple jumper setting 
variations (cable select, master on ide1, slave on ide0, etc.)

Strange thing is, I can fdisk, format, create filesystems, etc., I just 
can't mount them after I build them!?

Any suggestions?
