There's no technical reason you can't do http and https on any port you
want, it's hardly a requirement.  However, it does ease compatibility
and is most likely to be able to travel through firewalls.  So I think
what you meant to say is that "management has the requirement that..."
and not that it is a hard rule defined anywhere.
