[buug] Traffic switch script

My smartassed reply earlier was off when I read your message closer, I
apologize. I didn't pay attention to the fact that you weren't trying to
limit bandwidth but to trigger a script.

Yeah, bandwidthD should do it along with a script written in most
anything, I would use python, but I pretty much will always use python
for anything that isn't severely crunch intensive.
