[buug] VPN hosting and access?

Both recommendations seem quite good in theory, but they seem to need a
server that I control. While I have some hosted sites at 1and1, I'm limited
in the amount of administration that's allowed. I also don't currently have
a system at home or work that I can use as a server.

Are there ways around this, or hosts that would support this for free or
inexpensively?
