I don't think posters should have to worry about whether or not a
member's cell phone beeps because a msg. is sent. Actually, I find
your request rather odd...never heard of such a complaint before!

That is, if I interpreted your statement correctly.

It's not like someone keeps voice calling you when you are
preoccupied. I think all members should feel free to post to a mailing
list any time of the day or night. That is the way it's always been,
and I see no need to change that.

Imagine OTHER members making the same request at other times? How
would one know when it's okay to post at all?

Suggestion: turn off your cell phone. We rule technology, not the
other way around.
