Where cost is concerned I think that it is a matter of trying to look good
to higher ups, looking/being economical.

 Johan, we have a WebMux, currently balancing incoming traffic only.

Apparently WebMux is capable of doing persistence based on OSI model layer
five data ensuring traffic from host 'A' always goes to server 'B', it is
not capable of limiting bandwidth based on that data.

I'm thinking that the most immediate solution might be to add mod_bwshare to
their configuration, as Jon suggested.
