[buug] Free access: Safari Books Online, via ...

For those of you not in Berkeley, SF Public Library also does this.

To get an SFPL library card, you have to be a resident of CA. Not of SF.

They proxy the service through their servers, giving access to a wide
range of resources, including Safari Books Online.
