[buug] PDF forms

Is there a completely libre way of filling PDF forms?  I installed pdftk
which can (among other things) generate a .fdf file from a PDF input
file, and also merge a filled-in .fdf file with the original PDF.  But
.fdf files are binary and not really humanly readable, so I don't know
how to fill _those_ in - is there a specialized program for that?

pdftk can also input data from .xfdf files which are XML, but it can't
generate them :-(
