You can certainly have sar on Linux, if you want.  There's an
implementation included in Sébastien Godard's "sysstat" package, which
I vaguely recall being included in most Linux distributions, or you can
download it from the Net and compile it: 
http://perso.wanadoo.fr/sebastien.godard/

Most Linux admins use the foo-stat utilities, instead of sar:  netstat,
lpstat, iostat, vmstat... and a whole lot of small tools of various
sorts.
