Well, when I dig through 'browse svn' links at Sourceforge, I get to
directories like this:
http://scuttle.svn.sourceforge.net/viewvc/scuttle/branches/version-0.7/
http://scuttle.svn.sourceforge.net/viewvc/scuttle/tags/version-0.7.4/

Sure _looks_ like source code.  PHP with a GPLv2 licence statement. 
I have no guarantee it's complete, but it looks right, and 0.7.4 is the
current release version.
